Senator Kaine proposes change in when federal budget is due

Virginia Senator Tim Kaine says he's not expecting a government shutdown.   Kaine says as is usually the case, Congress will fund the government thru the end of the year and then a new budget will be approved.  Kaine has proposed changing the federal fiscal year to a calendar year rather than October 1-September 30.
