Kaine Proposes Legislation on Background Checks for Gun Buyers

U.S. SenatorTim Kaine is taking a stand on gun control, pushing for completing background checks on people who purchase firearms before the purchase is concluded.

He introduced the Background Check Completion Act on Wednesday, which would close a loophole that allows a gun-dealer to complete the sale of a weapon to someone if the background check of that person takes more than 72 hours.

Kaine says it's the type of loophole that lets people like the Virginia Tech shooter purchase a gun before the shooting spree that claimed 32 lives.

"The test isn't 'can you eliminate every crime or every gun crime?' but the question is 'can you make society safer,'" he said. "We learned with a lot of scar tissue after Virginia Tech that you can, and if you have a better background record check system you will. And that's why I'm so supportive of this bill. "

According to the Center for American Progress, Virginia deaths caused by guns outnumber the number of deaths from car accidents.

It also concludes that Virginia is a major exporter of guns that are used in crimes in other states.
