The Senate Appropriations Committee is accepting congressionally directed spending (CDS) requests for Fiscal Year 2023. Congressionally directed spending requests must adhere to the existing requirements in Rule XLIV of the Standing Rules of the Senate and additional reforms instated by Chairman Leahy in FY 2022, which remain in place for FY 2023. Additionally, congressionally directed spending will be capped at one percent of all discretionary spending, and there is a ban on congressionally directed spending items to for-profit entities. Below is a list of congressionally directed spending requests that I am advocating for during the FY 2023 appropriations process.
